Question on Layers

I have been a longtime user of Paintshop Pro, but have recently started
using Photoshop Elements 4. I have a huge project (scanning over 2000 old
photographic slides) and, to that end, am still experementing with PSE to
get the best results.
I have just completed a short tutorial on adjustment layers. I created a
file with a couple of adjustment layers, then saved the file as a tiff with
all layers. When I reopened later, the layers were still there, as
expected. However, when I opened the file with PSP, the layers were not
there.
My question is: Are layers unique to the application that created them, or
should they be available to any appliction that can open the specific file
format for editing.

Correct.
Paint Shop Pro does not understand adjustment layers or layered TIFF
files. It can not read TIFFs and keep layer information intact.
Layers are not unique to Photoshop. However, it is up to the programmers
who write other programs to write code that can deal with layered TIFF
files. Very few other programs can do this. Most programs read only the
flattened TIFF file.
