Is there a plugin for photoshop that makes segments?

I am looking for a plugin for photoshop that will segment a picture on
two levels :
1) That takes shapes and converts them into segments - like this :
2) Each segment in the pictures is a different color.
Like this example : http://people.cs.uchicago.edu/~pff/segment/
Is there a way of doing this?

Use the filter
CUTOUT
set levals low 3 or 4
set edge simplicity high 8-10
set edge fidelity low 1-2
play with the sliders
