Photoshop Versions and Web Design

Well, this is my first post here, heh...but, I've heard through the
grapevine that Photoshop CS 8 is actually older than CS 2...why would the
versions go backwards? Also, I'm kind of looking for a graphics tutor, as I
am fairly good in Photoshop but would like to learn how to do photoshopping
such as modifying a persons face. And maybe rendering so that images are
displayable against any background.
