If you wish to create the effect of the image being, say painted onto a substrate with a dry brush effect, look like a Polaroid transfer, or some similar operation, the answer is yes. All you need to do is create a Layer Mask for your image Layer (might need to change it from Background [in italics] and create a new Layer below it. Use the Layer Mask to create the effect on the edges of the image. Save_As PSD for later work, then Flatten Image and Save_As, say a JPG for import into WMM.
