Clone tool on its own layer ?

I would like to use the clone tool on it own layer,
but I don't know how to do this. I was told by a friend
that after I have selected the Clone tool, I should pick
'Sample all layers'. I don't know where to find this function.
Someone that can help me here ?

FWIW another fun way to clone
open two images side by side, you can set the sample point on one image and
clone into another...

Make a new layer.
Click on the layer you want to clone from. Alt-click to set your sample
point.
Click on the layer you want to clone into. Click to clone.

That's one way. Another is to select the source layer, alt-click on the
location you want to clone from, select your destination layer, and start
cloning.

look at the bar at the top of the window
it will show the tool options
