Masking etc Going out of my mind again!!

Seem to be missing a stupidly easy trick here.
But then again I'm thick...
I have a picture with a good sharp black and white notice in the
foreground, which I don't want to touch.
The background is dark to all hell and gone which I want to work on
big time, maybe even importing some coloration from nabouring pictures
(pictures taken for use in a panoramic)
I have marked out the notice and masked it. Then tried to work on the
background. Found myself working on the notice.
Tried the other way round and found myself working on nothing.
Please what am I missing other than brain cells????
