Canon EOS 30 (Elan 7) fault

Hi all,
Has anyone come across the following problem with the Canon EOS 30/Elan
7 (Film SLR) camera?
When you switch the camera on into any mode, the display appears as
normal. Then, you press the button to focus and the battery meter
starts flashing to indicate that they are flat. However if you lift up
the built-in flas, then switch the camera off and on again, the picture
takes (albeit with flash) and the battery meter shows the batteries to
be full again. Also, the shutter speed with the flash seems much
slower than normal. I have tried changing the batteries, but this has
made no difference.
My local repair shop are quoting me =A3200 to fix this, but they
couldn't really tell me what was wrong, so any help or advice would be
very much appreciated.
